Sprinting can be improved, but track racing is about all-round riding ability. Most track meetings, including the Regional Championships, cater for all-round riders with multiple events.
For example, Rob, your performances at Herne Hill (on a converted road bike!) very much indicated an all-round ability. Fifth in the 1000 metres TT, you were beaten by the very experienced Roly Crayford (World Champion and Record Holder). He rode at the base of the track, you rode outside the blue line. He beat you by 3.58 seconds. Technique can knock seconds off times.
In the Sprint, you got to the semis through a repecharge win with a last 200m time of 14.58. That performance would have earned you a win in the Minor Places final (and 3rd place in that competition). Third place in the Points Race, a very fine win in the Pursuit and 6th in the Five, makes you a good all-rounder in my eyes!
Anybody else need me to boost their confidence?
By the way, the club has three track bikes available for use - ask Eric.
