Drivers to be blamed for crashes?

I've heard about this sort of law on the continent, but would it work in England? I reackon there'd be lot more hit-and-runs with drivers trying to avoid blame, but as a cyclist and a driver (and pedestrian) I think it would be a step in the right direction....

It certainly applies in Holland where the driver is considered to be at fault unless he can prove that the cyclist was negligent.

This would quite rightly leave the red light jumping cyclists to suffer the consequences of their own illegal actions but hopefully give some additional protection to the rest of us.

With the strength of the motoring lobby I won't be holding my breath though.
